I would like certain statuses to be restricted to certain user types. For instance, I have a "cancelled" and an "invoiced" status that I only want admin users to be able to change. I've had basic users set work orders to "invoiced" that were never actually invoiced and we lost money on it.

We have the ability to do this now in work orders. It is a special feature that our support desk can activate for you called 'Admin Only' Statuses. It restricts users from changing a work order to that status.
