Totally, we need the Tech to have to update the assigned to and status when they check in and have to update the status when they check out. I they forget to update we have found completed WO's left in ongoing.

Forcing the techs to pick a status on checkout would allow admin to know whats happening with a call.

I think the second suggestion here is the correct one, as it allows for Check-Outs with out the job/work order to be marked closed/completed, it could stay as active/ongoing or on hold, as the case requires.
